1. Rules for Admission

• The Principal forms a committee for admission to Undergraduate courses; in this respect the decision of the committee and the Principle would be final.

• For admission to Bachelor of Arts course, minimum required percentage at the 10+2 level is 40%; but in case of SC/ST candidates, with 5% relaxation, it is 35%.

• If a candidate has applied for admission and the results of 10+2 compartment/supplementary examination are awaited, admission can be made provided the results are declared on or before the last date of admission.

• Students who have passed 10+2 examination from National Open School are eligible for admission to B.A. course.

• Students should produce a Character Certificate issued by the Principal of the Institution last attended; in case of private students the same certificate, issued by a Gazzetted Officer, an MLA/MP or the Principal / Proctor of an institution, should be produced.

• SC/ST candidates are given benefits of reservation of seats under the Uttarakhand Govt. GO No. 1144/continuation-2-2001-53(1)/2001 as follows:

    • i SC- 19%
      ii ST- 04%
      iii 0BC- 14%

    • Across all categories, reserved and general, horizontal reservation is as under:

    • i Female - 30%
      ii Ex–Army Personnel - 5%
      iii Handicapped - 3%
      iv Freedom Fighter - 2%


      • In case of handicapped candidates, a certificate issued by a Chief Medical Officer should be produced, clearly mentioning the category.

      • If candidates are not available for reserved seats the same will be filled by candidates from general category.

      • All students of B.A. 2nd year (Private/Regular), compulsorily have to study Environmental Sciences along with other three subjects of their choice (as per decision of the Hon'ble Supreme Court and order of the Government of India).

      • Transfer Certificate should be produced before the admission.

      • All regular students should present themselves in front of the admission committee with all of their testimonials for verification of the documents.

      • For Undergraduate courses a candidate may remain a regular student for a maximum duration of six years, in which a gap period of one year is also included. For Postgraduate courses this duration is 4 years with a gap period of one year.

      • If a student has not appeared in the final examination due to medical reasons, he or she can be considered an ex-student if he or she has attended classes through the year, has been issued an admit card and roll number, and has a medical certificate stating the medical reasons.

      • Any student found using unfair means will not be given admission.

      • After the last date of admissions applications of those candidates who did not get admission will be automatically rejected.

      • A candidate should mention the number of times his application has been previously rejected in his application form.

      • A regular student will neither take admission in any other institution in the same session nor will appear for any other degree examination. If any such case is found the university has the right to invalidate his admission.

      • If a private student seeks admission in B.A. 2nd year as a regular student, then his minimum percentage of marks in the previous examination should be 40%.

      • The caution money deposited by the students shall be held safely for only one year after the candidate has passed out; thereafter it will be considered lapsed.

      • Guidelines for selection of subjects for BA 1st year:
      - A student may choose any two of Hindi, Sanskrit and English
      - A student cannot choose music, art or history with geography
      - Geography can be taken up by only those students who have passed 10+2 or equivalent examination with geography or, in the science stream, with mathematics or biology


    Rules for Attendance:

    1. According to G.O. NO 528(1)15(H.E.)71/97 Dated 11th June 1997- 75% attendance in both tutorials and lectures, separately, is required to appear in any examination.

    2. In the following condition the Principal and the Vice-Chancellor have the right of relaxation, in required attendance, by 6% and 9% respectively:

      (a) If a candidate is suffering from any prolonged and serious disease and he or she has submitted a medical certificate for the same within the 15 days of commencement of classes.
      (b) Any other equivalent condition with justifiable reason.
  • 2. Student Support

    STUDENT UNION:

    To ensure the participation of students in quality improvement and decision making a college student union is formed annually after the completion of college admissions, according to the rules framed by the University as directed by the Lyngdoh Committee. The office bearers of student union are elected on a direct election basis. Each student of the college is the part of electorate. Meetings of the elected members are held twice each month and their suggestions for the student welfare and development of college are incorporated.

    SCHOLARSHIPS:
    There are provisions for different types of scholarships for different students from different categories. College regular students can avail the following scholarships, according to their eligibility:

    • SC, ST and OBC scholarship.
    • Poor boys fund aid.
    • Scholarship for physically disabled.
    • Scholarship for minorities’ students.

    FEE CONCESSIONS:

    Under the rules of the Uttarakhand State Govt. fee concession is given for deserving students from various categories keeping in mind that no worthy student should be deprived of higher education because of his/her economic condition. There is a provision for full fee concession for meritorious students who are physically disabled or belong to low socio-economic strata of society. Following the policy for promotion of higher education for girls there is a provision for full fee concession for girl candidates irrespective of social background or economic conditions.

    GRIEVANCE REDRESSAL MECHANISM:

    Faculty members and members of the grievance redressal committee, headed by Dr.J.K.Gautam, Head of Geography Department, extend full support to address the grievances of the students. The Principal of the college should be contacted when the grievance is not addressed within the stipulated time period by the first level contact person.

    In case of non addressal within the stipulated time a written complaint may be lodged with the Director, Higher Education, Uttarakhand, Haldwani.

    CONSULTATION WITH USERS/ STAKE HOLDERS:

    Periodic reviews of the college development committee are held in the college. Suggestions from our students, parents, student organizations and other interested persons are welcome. Any suggestions for betterment of the college should be addressed to the college principal.

    CODE OF CONDUCT FOR STUDENTS:

  • · Come regularly and punctually to the college
    Always carry your Identity Card with you.

    · Attend all classes without exception.

    · Be sincere and honest in activities and dealings in the college.

    · Participate in curricular and extracurricular activities with zeal and enthusiasm.

    · Appear for all examinations sincerely and honestly.

    · Bestow personal interest in maintenance and use of infrastructural facilities.

    · Ensure the return of library books and other college items within stipulated time.

    · Be courteous and polite to all.
  • 3. Anti-Ragging Regulation

    The Hon'ble Supreme Court of India has issued very strict instructions to curb the menace of ragging in institutions and has passed an order in May 2007 in which ragging has been declared a punishable offence and anyone indulging in ragging shall be strictly punished at the earliest. All students and parents are required to read the instructions of the Hon'ble Supreme Court carefully. Any student violating instructions of the Supreme Court shall be punished by the institution and an FIR will be lodged against the person. An undertaking is to be filled and signed by the candidate to the effect that he/ she is aware of the institution’s approach towards ragging and of the punishment to which he or she shall be liable if found guilty of ragging. A similar undertaking shall be obtained from the parents/guardian of the applicant. An Anti Ragging Committee/ Squad have been constituted in the college for enforcing these rules. It is headed by Dr. Sanjiv Kumar Juyal, Head of Geography Dept.

    4. RTI

    RIGHT TO INFORMATION

    The manual describing the organization, duties and powers of officers and employees of the college, prepared according to 17 important points of the RTI Act section 4 is available in the college with the Office Superintendent. A copy of any part of this manual can be obtained by any person at the minimal charge of Rs. 2 per page.

    A person, who desires to obtain any information under this Act, shall make a request in writing or through electronic means in English or Hindi, along with such fee as may be prescribed, to the Public Information Officers, specifying the particulars of the information sought by him or her.

    5. Code of Conduct for Teachers

    1. TEACHERS AND THEIR PROFESSIONAL RESPONSIBILITIES:

    Whoever adopts teaching as a profession assumes the obligation to conduct himself/herself in accordance with the ideal of the profession. A teacher is consistently under the scrutiny of his students and the society at large. Therefore, every teacher should see that there is no incapability between his precept and practice. The national ideals of education which have already been set forth and which he/she should seek to inculcate among students must be his/her own ideals. The profession further requires that the teacher should be calm, patient and communicative by temperament and amiable in disposition.

    TEACHER SHOULD

    1. Adhere to a responsible pattern of conduct expected of them by the community.
    2. Manage their private affairs in consistent with the dignity of the profession.
    3. Seek to make professional growth continuous through study and research.
    4. Express free and frank opinion by participation at professional meetings, seminars, conferences etc. towards the contribution of knowledge.
    5. Maintain active membership of professional organizations and strive to improve education and profession through them.
    6. Perform their duties in the form of teaching, tutorial, practical, seminar, and research work conscientiously and with dedication.
    7. Co-operate and assist in carrying out functions relating to the educational responsibilities of the college and the university such as : assisting in appraising applications for admission, advising and counseling students as well as assisting the conduct of university and college examinations, including supervision, invigilation and evaluation and;

    1. Treat other members of the profession in the same manner as they themselves wish to be treated.
    2. Speak respectfully of other teachers and render assistance for professional betterment.
    3. Refrain from lodging unsubstantial allegations against colleagues to higher authorities.
    4. Refrain from allowing considerations of caste, creed, religion, race or sex in their professional endeavor.

    4. TEACHERS AND AUTHORITIES:

    TEACHER SHOULD

    1. Discharge their professional responsibilities according to the existing rules and adhere to procedures and methods consistent with their profession in initiating steps through their own institutional bodies and /or professional organizations for change or any such rule detrimental to the professional interest.
    2. Refrain from understanding any other employment and commitment including private tuitions and coaching classes which are likely to interfere with their professional responsibilities.
    3. Co-operate in the formulation of policies of the institution by accepting various offices and discharge responsibilities which such offices may demand.
    4. Co-operate through their organizations in the formulation of policies of the other institutions and accept offices.
    5. Co-operate with the authorities for the betterment of the institutions keeping in view the interest and in conformity with dignity of the profession.

Try to see through teacher’s bodies and organizations, that institutions maintain contact with the guardians, their students, send reports of their performance to the guardians whenever necessary and meet the guardians in meetings convened for the purpose for mutual exchange of ideas and for the benefit of the institution.

    TEACHER SHOULD

    1. Recognize that education is a public service and strive to keep the public informed of the educational programmes which are being provided.
    2. Works to improve education in the community and strengthen the community’s moral and intellectual life.
    3. Be aware of social problems and take part in such activities as would be conducive to the progress of society and hence the country as a whole.
    4. Perform the duties of citizenship, participate in community activities and shoulder responsibilities of public offices.
    5. Refrain from taking part in or subscribing to or assisting in any activities which tend to promote a feeling of hatred or enmity among different communities, religions or linguistic group but actively work for National Integration.

    7. The Institution plans and organizes appropriate activities to increase consciousness about national identities and symbols; functional duties and Rights of Indian citizens and other constitutional obligations.
